You can run System File Checker and see if there're any system files missing or corrupted. If there are any, the sfc /scannow command (System File Checker) will repair them. Run Command Prompt as administrator.
The results of sfc /scnnow is Windows Resource Protection could not perform the requested operation. I ran the commands using command prompt from Windows recovery options.

Please download and run SeatTools for Windows.
Before the installation begins you will be prompted to either Decline or Accept the terms of the installation, click on I Accept.
Once the installation begins you will see an image similar to the one below.

1. SeaTools for Windows will search for HDDs and SSDs on your computer. Please remove any external storage devices connected via USB ports.
2. Detected Drives will list the HDDs and SSDs found. Place a check mark in the drive box you want to run the scan on.
3. You will see Basic Tests above Detected Drives, move the mouse pointer over this.
4. A menu will open with options for the different scans, please click on Long Generic Test This will scan all storage devices, for this reason you should unplug any USB storage devices.
5. This will start the scan. When the scan is complete you will see the result under Test Status , please post the results in your topic.

6. The test will indicate either Pass or Fail. Post the results of the scan in your topic.
7. Click on Help, then click on View Log File. If the scan failed take a screen shot of the Log File and post it in your topic.

Thank you for the quick reply.
This laptop will not boot into windows. I didn't clarify that it was stuck in atuomatic repair, until i disabled using command prompt in Windows Recovery Environment.

To run SFC from the Recovery Environment some additional steps need to be taken to ensure it is run on the correct drive.
Boot to the Recovery Environment Command prompt.
Once in the Command Prompt:
bcdedit | find "osdevice"
sfc /scannow /offbootdir=D:\ /offwindir=D:\Windows
The System File Checker (SFC) tool will start to run.
Let us know what the output from SFC is.

I would suggest performing a Repair Upgrade.
A Repair Upgrade is the process of installing Windows 10 over the existing installation of Windows 10 on your hdd/ssd, using your installation DVD or ISO file. Performing this can repair broken operating system files while preserving your personal files, settings and installed applications.
There is a very good tutorial for this, you can find it here
You will need the Windows 10 installation media to do this, you can download a Windows 10 ISO file here which can be used to create the installation media. There are instructions at this site to make the download and create the installation media.

laptop will not boot into windows
Use Windows Advanced Boot Options to start computerIf computer does not start into Windows, turn on the power and press the f8 key. On the Windows Advanced Boot Option screen, select one or more of the following options. Select them one at a time and press the enter key to attempt a system restart.Instructions are on the hp laptops, but will work on any brand laptop.
After pressing the f8 key a blue screen appeared. winload.efi file is missing or contains errors.
The laptop battery is not removable. I will drain the battery via a linux live usb and attempt the steps provided in the link and post those results to this thread.

The laptop will not boot into windows. I attempted to boot into safe mode, it appears on the screen and than takes me immediately to Windows recovery environment.
I have a Windows 10 Installation USB, that was created on another computer using Microsoft windows media creation tool.

Let's try running CHKDSK. The steps are similar to running SFC:
Boot to the Recovery Environment Command prompt.
Once in the Command Prompt:
- Type in the following and press Enter.

Let us know what the output of CHKDSK is.

I choose load optimized defaults in UEFI user interface for BIOS a few times and saved the changes.
