My grandsons i pod is frozen he cant remember his pass word. his mom says she has it connected to her i turns but there internet is so slow they cant get it fixed. is there any way i can fix it on my computer i have faster internet.

What kind of iPod? Nano, Shuffle, "traditional" iPod or iPod Touch?
Since the issue is a forgotten password, I am assuming that it is an iPod Touch as I don't believe any of the other iPod's allow you to lock them with passwords. If it is an iPod Touch, then the link that OldPhil provided will not help as it is for non-iOS iPods (i.e. everything BUT the iPod Touch).
