Cannot Change My Desktop Background

Right now my desktop background is solid blue. I cannot change the background to a wallpaper or anything like that. I can only change the desktop color to red, blue, etc. When i right click my desktop and go to properties>desktop tab, the option to pick a wallpaper such as "bubbles" or "windows xp logo" is grayed out. The whole list is grayed out, and I cannot browse for a wallpaper either. I've heard from a couple of people that it might have something to do with my Registry but I'm not sure. My name is Richie and i'll be helping you to fix your problems.

Viewpoint Manager is considered as foistware instead of malware since it is installed without users approval but doesn't spy or do anything "bad".
This will change from what we know in 2006 read this article:

You are well advised to remove the program now.
Go to Start > Settings > Control Panel > Add/Remove Programs and remove the following programs if present:

Viewpoint
Viewpoint Manager
Viewpoint Media Player


Then restart your pc.

Please download rr-free-setup.exe (by RubbeR DuckY),save the file to your desktop:
http://www.malwarebytes.org/rr-update/rr-free-setup.exe

Double-click rr-free-setup.exe.
RogueRemover will now be installed - OK the installation prompts.
Once it has successfully been installed,click Check for updates,download/install any updates.

Now click Scan.
RogueRemover will now scan your computer for any rogue programs.
Once it has finished click Remove Selected if it finds any.
Please allow RogueRemover to submit the statistical data.

Download SmitfraudFix (by S!Ri), to your desktop.
Double click on Smitfraudfix.cmd
Select option 1 Search, by typing 1 and press "Enter"; a text file will appear, which lists infected files (if present).

I removed Viewpoint Manager and Media Player and restarted my computer. When I clicked on the link to download rr-free-setup.exe, it took me to a page that said "you don't have permission to access rr-free-setup.exe on this server." Please help.

Reboot your computer into SAFE MODE using the F8 method.
To do this,restart your computer and after hearing your computer beep once during startup (but before the Windows icon appears) press the F8 key repeatedly.
A menu will appear with several options.
Use the arrow keys on your keyboard to navigate and select the option to run Windows in "Safe Mode".

Double click on Smitfraudfix.cmd
Select #2 and hit Enter to delete the infected files.
You will be prompted: 'Do you want to clean the registry?' answer Y (yes) and hit Enter in order to remove the Desktop background and clean registry keys associated with the infection.
The tool will now check if wininet.dll is infected. You may be prompted to replace the infected file (if found): 'Replace infected file ?' answer Y (yes) and hit Enter to restore a clean file.
A reboot may be needed to finish the cleaning process.
The report can be found at the root of the system drive, usually at C:\rapport.txt

Post the smitfraudfix report,and a new Hijack This log into your next reply.
