Windows Updates Only Available At Shutdown

On our network we have several machines that only offer Windows Updates installations at shutdown rather than manually from the Windows Updates screen. It shows that there are updates available but no install option or information about the specific updates.

These machine are controlled by group policies but not all machines get the same results.

Any suggestions?
