Win2k Network Sharing Of Program Files

I have a home network setup with several OS...XP,win98, win2000. I have 3 win2000's and one of them has sp4 and the other 2 have sp2. The two with sp2 I can share all files and folders with XP or win98, and the 2 sp2s with each other. On the win2k with sp4 I can't seem to get around restrictions on sharing the Program Files folder and Documents and Settings folder. I have set sharing allowed for everyone. Any thoughts?
