Help With Personal Security Center That Loads With Out Reason

I am somewhat computer illiterate and need a lot of help. I have what I think is a virus of some sort that every time I turn the computer on it will automatically load and I have tried to uninstall it and can not find anything about it. When the computer comes on it automatically loads and pops up "Personal Security Center” I have not download anything of this sort. It will continue to pop up Icons at the bottom tool bar until you close them all sometimes up wards of 70 windows will open. If I try to go to a download site to get spy ware or anti-virus downloads it will automatically close the Internet connection. I have run spybot, Dr. Web, and Ad-aware and have gotten no where. Please help.

Install Super Antispyware. Run it in safe mode. Allow it to quarantine whatever it finds.
