Can't Open Opera

Until recently I was using Opera 9.21 (latest version) without a problem. Now when I click on the icon I find I cannot open Opera. I get the error message: "cannot initialize Opera: module 7". I have tried uninstalling Opera, deleting my profile, deleting the Opera folder in C:Programs, running a reg cleaner, downloading and installing a fresh copy of Opera. I still get the same error and Opera will not open.
When I try to repair Opera from the Add/Remove section of Control Panel, it tells me that it cannot find the "Opera installation msi." I have downloaded and run the Windows Installer clean up utility. Still will not run.
I know it has to be some setting on my computer, because I have installed Opera on my wife's computer without any problem. I just don't know what setting is causing this problem.
