Take a look at this Microsoft item. MS Note. See if that applies to you.

Assuming you are using Internet explorer 7 => If you are seeing this error while surfing the web, you maybe able to uninstall IE7 and reinstall it via Add and remove programs and then visiting the website for a reinstall.

I also found an issue @ Tech Support Guy's forum. They gave a similar answer but added more info.
