Ie Menu Bar

This is the 2nd time this has happened to me. The menu bar just disappeared. When i open the Tools, the Menu Bar is still checked. I can not uncheck it to recheck it. The alt button doesn't work. Microsoft said i had to ask HP since HP installed it.. The last time i did ask HP. They were no help. I ended up going back to the factory settings. Sure don't want to do that again. OS is Vista home basic.
