Services Problems

I decided to google which services could be turned off, and I found a site and started shutting off some of the services that it said I didn't need. After restarting the computer the taskbar was gone. I clicked and dragged to try and bring it back up, but it wouldn't move. So i'm now navigating through the task manager.

I got back to Services, but it won't let me enable them again or get into the properties. Thankfully I still have the internet though. How do I get this back to normal?

Any help on this would be appreciated... Thanks!

Restore Taskbar and Start Menu - #117 on the left.
