Xp Desktop Strange Problem New Panel On Left

My desktop has been shunted to the right by a blue side panel (similar to what I get when I open a folder.)
at the top of the panel it reads -Folder tasks -other places-details -

This happened when a friend tried to drag something from a web page to desktop and then used the on-off switch to reboot my computer- that may be significant

also I can not drag and drop desktop icons and
the icons properties -find target was not working prior to this

Just a thought...try right clicking on an empty spot on your taskbar and selecting "Toolbars" - ensure that everything is unchecked and see if that fixes it.
My browser caused a flood of traffic, sio my IP address was banned. Hope to fix it soon. Will get back to posting as soon as Im able.
