Cannot Get Windows Updates, Web-ads Pop Up Intermittently.

My problem started with a constant "Downloading Updates: 0%" icon in my systray that would not respond to any sort of mouse clicks. I also cannot load up the windows updates webpage. I can browse any other site except when I go to windows updates, the IE window opens, never loads and cannot minimize, be moved, will not close except to go control-alt-del - task manager and end the task. Using the programs mentioned in the prep guide did clean out a whole bunch but I am still curious as to why I can't ge to Windows Update??? Anyone have any ideas or suggestions?
