i found a hacker and how they do the hack but its a dll process thats running and i need to know either how to kill a .dll process,how to keep it from running at start up,or if theres a way to bypass the program is running thing

First, a program that has been installed on your computer is not a "hacker"... it is merely a program. What makes you think that whatever .dll you may be looking at is malicious? What is the name of the file?
