Can't acess all websites

I am having a problem connecting to certain websites. There are two websites in particular that I have tried to connect to, they are www.vanguard.com and http://www.sssd.navy.mil/ssps/. There are others in the past that I have been unable to connect to, but I don't recall the sites.
First I tried with internet explorer-version 6.0. then I contacted my ISP, I have a wireless account, most of my troublesome interconnect problems happened after I converted from dial up to wireless-if that means anything [actually after I converted from my single wireless connection with a wireless card in my computer to a wireless bridge and a Hawking Network adapter card in my computer, so I could connect more than one computer to the internet]
My ISP suggested that I try changing my Explorer security level to low and that I disable my McAfee Firewall. I tried that. Then she suggested that I download Mozilla and try that. I downloaded Mozilla Firefox, I believe version 1, it was free. I tried that. Also no joy. My ISP help desk person then suggested that I try using this address to get to vanguard.com, 192.175.173.31. I tried that, no joy. she also suggested that I try http://flagship4.vanguard.com/web/c...ratePortal.html. I tried that with explorer and then Firefox, all security settings and with my firewall and antivirus program off-on all of the above trials and still no joy.
I went to another help site and read of people with similar problems that were told to try using 192.175.173.71. I tried that and still get the message that Page cannot be opened.-no joy.
Oh and I did do a Scan check for Adware prior to my trials and removed a few identified bad guys and cookies.
I have a feeling it might be something in my computer but I am not sure where to look and what to change when I do get there,
I have Windows 98.

I have a Hawking wireless bridge, connected to Ameri.com R4 Broadband Router, which connects to my computer's Hawking PCI 10/100M Fast Ethernet Network Adapter w/ WOL and to another computer's Hawking Network adapter.

It was suggested that I try Hijack This.
