My recommendation would be to start here: http://www.bleepingcomputer.com/forums/t/34773/preparation-guide-for-use-before-using-malware-removal-tools-and-requesting-help/

also, you can try rogue remover, which can be found here:

http://www.malwarebytes.org/rogueremover.php if your internet explorer is working run an online virus scan, here

http://support.f-secure.com/enu/home/

the link is in the lower right corner of the page.
The name says it all -- 59 and holding permanently

**WARNING** Links I provide might cause brain damage

You don't note where you reside/live - but contact your local Law Enforcement Agencies also.

Provide them with all paperwork you have.

And contact any Banking Institutions that might be compromised.
The only easy day was yesterday.

How to remove MBS account manager, secure.microbillsys.com popups
http://www.geekstogo.com/forum/How-to-remo...er-t160681.html

You should also perform the two tasks below after following the instructions in the link above because you probably have undesireable cookies, etc. and your "system restore" may have the unwanted files in it, too.

Remove temporary files, logs, cookies, etc. by using Ccleaner. Do not use "Advanced Settings" or the "Issues" button. Use only the default settings. http://www.ccleaner.com/

Turn off system restore. This will remove all restore points since some are infected . Turn system restore back on.

And here I read the title of your thread and thought you were getting a Bill Clinton popup asking for money.
