Avr(automatic Voltage Regulator) Problem

Ok i have encountered a problem which was when i insert any cd in my COMBO drive
my PC hangs eversince i reformatted it for a motherboard & a processor upgrade took place so i brought my CPU with me & took it from a repair shop and noticed something bizzare,from there actually i tested the cd with them and inserted it in the drive
It didn't hang.....something was wrong....so i placed the blame on the AVR (blind guess)
Because if it worked on the repair shop,there could be a problem not with the CPU itself but because of another component
somethings really fishy When i changed the AVR to the one that i was using when i was at the repair shop,the PC somewhat had slowed down only in the "welcome" screen
Im thinking this could be some sort of a power issue (But i don't know much about it)
For me,im going to have to buy an AVR and go back to the comp shop and ask what to do
I need suggestions on things that could be causing a problem and redirect me if possible
I woudn't think of it as malware since it would be impossible to do such cause and have reformatted recently
pls.help soon :thumbsup:

Ok update:I have solved it
By reformatting my PC
