Where are you trying to open it from?

In another thread you mentioned an IE7 error. What kind of error? If you get an error message, post the entire message in both your threads.

Do you have a popup blocker enabled?

If you are trying to open Internet Options from Tools on a webpage, a popup blocker may be keeping it from opening. To find out if this is the case, hold down the ctrl key while clicking on Internet Iptions-if it opens it is the popup blocker.
Another thing you can try-Start menu/Control Panel/Internet Options.

Again I ask, are you trying to access Internet Options from Tools at the top of a webpage or from Control Panel?

I too cannot access my internet options - same problem as others have mentioned. Won't open from Control Panel or from the tools menu. It's not a popo-up blocker issue either. Help...

Start Menu/Control Panel/Internet Options.

If you have Classic Start Menu, Settings/Control Panel.

If your Control Panel is category view, it will be listed under Network and Internet Connections.
Classic view will have an icon to click on.
