I Cannot Change My Home Page From Msn

I am running IE7 with Win XP and after deleting all cookies a few days ago I am now unable to change the default site back to google. It continually goes to MSN which smacks of big brother to me. Even downloading the Google toolbar doesn't work. Any ideas please.

Have you recently installed any new software?

So you've been into the Internet Options and set it to www.google.com yet it doesn't work?
