Can't Get Computer's Dvd Player To Work Without Green Streaks

Recently, I've noticed the DVD player on my computer isn't working right. There are green streaks all over the video when I play it. It doesn't matter which program I use, whether it's PowerDVD or Windows Media Player or anything else. Sometimes, if I restart the computer, I can get the player to work for about 5 minutes before the green streaks come. I've tried updating my video gard drivers and everything, and nothing seems to work. Much help please.
