Controlling Program Start Up Order

Does anyone know of a free program that will allow to me to customize what order things boot in during start up? I'd like to give to give priority to Notebook Hardware Control if possible.

It's not real easy to set startup order - it depends on a lot of factors that aren't controllable by the user.

If it were me, I'd start by enabling boot logging, then locate the first program that loads in the boot sequence, then locate where that program launches from, then insert your program there.
My browser caused a flood of traffic, sio my IP address was banned. Hope to fix it soon. Will get back to posting as soon as Im able.
