I hate netwebsearch and need help

This is driving me crazy. Anytime I open IE I get the netwebsearch pop up. Please help. I'm limited in computer knowledge but can follow directions .

I've read the other posts I've found on this irratating problem and tried everything I could understand. I have spy blaster, spybot, ad-ware. I tried deleting everything that I knew looked suspicious.

Can anybody suggest anything? Please.
