First of all, you don't need a 500W power supply. What you need is a high-quality 300W one. Something like a CoolerMaster, Enermax, Fortron Source (FSP Group), OCZ, PC Power & Cooling, SeaSonic, Silverstone, Sparkle, Tagan, Vantec, Verax or Zalman.

The retail CPU comes with a HSF, you don't need an aftermarket one. For the money saved you could bump up the 7300GT to a 8500GT and get all the latest features.

You don't need a case that comes with a crap power supply. Get something like a COOLER MASTER Centurion 5 instead.

There is a possibility of getting better price/performance with a machine built around a Core 2 Duo.

This is pretty exactly what my first thoughts were about my build. Got the overly-good ps, aftermarket heatsink, and amd proc. Eventually I brought it down to a 300 watt (seasonic, very reliable http://www.newegg.com/Product/Product.asp?...82E16817151021), stock hs, core2duo, and did get the centurion 5 case. I HIGHLY recommend it, it made the build a breeze.

If your friend is a gamer, I would get at least a 7600.

I've got the Centurion 5 case and it's nice. I've also got an aftermarket cooler for my Core 2 Duo - and wish I'd saved my money! The Core 2 Duo just doesn't get hot enough to warrant an expensive cooler (although it does look nice!).
