First of all, you don't need a 500W power supply. What you need is a high-quality 300W one. Something like a CoolerMaster, Enermax, Fortron Source (FSP Group), OCZ, PC Power & Cooling, SeaSonic, Silverstone, Sparkle, Tagan, Vantec, Verax or Zalman.
The retail CPU comes with a HSF, you don't need an aftermarket one. For the money saved you could bump up the 7300GT to a 8500GT and get all the latest features.
You don't need a case that comes with a crap power supply. Get something like a COOLER MASTER Centurion 5 instead.
There is a possibility of getting better price/performance with a machine built around a Core 2 Duo.
