System Event #7023

When using add & remove programs to uninstall a program I get multiple #7023 errors in system event log. Source is Service Control Manager. The description is: The application Management Service terminated with following error---The specified module coould not be found.
I am using IE6.0, Windows XP with SP2 update. All recommended windows updates installed except for IE7.
In following up on the error, I found hot fix KB328213 (Microsoft has to send a link or something so it can be downloaded) but it will not work when SP2 is installed. I think it can be fixed by changing the value for Application Management in the registry. Tried e-mail to Microsoft, but got nowhere unless I agree to pay. Any solution or suggestions would be greatly appreciated. Beav
