Hinge On Laptop

I have a laptop and the hinges that are holding the top part to the bottom part, the right one, I can see a little screw deal or plastic deal going through the right side but I notice that the one on the left side of this hinge is missing, it does not go all the way through. I'm not sure if its broken or if it is like this and I haven't noticed it. Can this be fixed?
