Ncis Error. Help. Tried Everything

Ok, I have tried everything to fix this NSIS (I put NCIS in the topic title, Typo) error I have been getting. Almost Every time I try to install something that I have downloaded I get and error saying its corrupt or incomplete. I cant even update windows. Its driving me nuts. I tried a few anti viruses (the few I could get to install) I tried CCcleaner, Adaware, Etrust antivirus. I did a full system reset 3 times but I still get the error. I dont know what to do.
