Can't Defragment C:\$mft

I have a problem with my defragmentation. Drive C cannot totally defragment because according to AusLogics Disk Defrag, the C:\$mft is locked. I am not too familiar with this one. Can you help me defrag the drive or much better delete the file which is 313 MB from my computer?
