Infected By The "luvbin.com" Threat

I cleaned "luvbin.com",...how do I restore my system settings? Meaning "Run..." in Start Menu, allowance to use regedit or other administrative tools, disabled settings in Internet Options of IE etc.

Can anyone help me?.... please, I'm goin' crazy. I just installed my WinXP 2 weeks ago, don't want to do it again...
