Win32/propo + Very Sluggy Laptop Please Help

My Laptop is taking about 10-15mins to start up and load all icons, it then takes forever to start any program or to access the start menu. I have looked at the task manager and the only process running is the system idle process (about 97).
I have tried to download Ad-aware but can't install it. I keep getting the message ' The Windows Installer Service could not be accessed'.
I have ran Spybot S+D and there was 'No immediate threats found'.
My CA Anti-Virus found the Virus - Win32/Propo but it did'nt do anything with it. Location was C:\DOCUME~1\GERARD\LOCALS~1\temp\tmp0000228e\tmp002aaf03 with the filename - tmp002aaf03
I also ran McAfee Stinger and it found nothing

Any help would be very much appreciated as i really need my laptop for my coursework studies this weekend. Thank you.
