Hey, does anyone here know how to getting a dedicated server running right?
I have done a lot of researching but have failed to find my solution.

Heres What I'm Using
Counter Strike 1.6(STEAM)
DLink Router DI-624
HLDS(Dedicated Server Program)
SBC DSL(irrelevant)

Things I'm not sure about
What IP am I supposed to put with the opened ports?
I am unaware if it is supposed to be my computers one or the routers one
69.104.XXX.XX. or 192.168.X.XXX.
Also

Things I've Done
Opened Ports
UDP & TCP for 27005, 27015, 1200
Disabled Firewall for ports UDP 27005-27015 and TCP 27030-27039
Turned off Windows Firewall
Update the game, hlds, router firmware, drivers, etc.

Problem(s) I'm Having
Friends can't join, error "Server Is Not Responding"
From the console:
WARNING: UDP_OpenSocket: port: 27015 bind: WSAEADDRINUSE
NET Ports: server 27015, client 27005
Could not get TCP/IP address, TCP/IP disabled
Reason: WSAENOTSOCK
Server IPX address b17c5778:000000000001:27015
Connecting to 192.168.0.106:27015...
Connection accepted by 192.168.0.106

when you go into steam when your server is running check under local area, or lan connections and see if your server is there/ showing up, then come back and report.

if your server is running it should show up no matter what in your local connections (LAN) tab for server browsing if your server is working (no neccisarily connected to others, but that can be solved with port opening)

you should open your routers ports, check out portforward.com
(make sure you only open the correct server ports and nothing more)

Weird, how come you won't just make a normal server...a LAN server and just play off of that...?

He might want a net server, instead of just a LAN one.
