There's many things that could cause this. How far can you get when you open Windows? There's a lot of different tests to run - but the time limit will help us to recommend the one's most likely to succeed.
My browser caused a flood of traffic, sio my IP address was banned. Hope to fix it soon. Will get back to posting as soon as Im able.

Try this free scan if you can get Internet Explorer to work: http://safety.live.com

If not, then try these 2 things:

1) SFC.EXE /SCANNOW: http://www.bleepingcomputer.com/forums/t/43051/how-to-use-sfcexe-to-repair-system-files/

2) Repair install of Windows: http://www.michaelstevenstech.com/XPrepairinstall.htm
