Unwanted Icon In System Tray

I have recently started seeing an icon in my systray that I have no idea how to get rid of. It is a blue circle with a ? inside and it blinks on and off constantly. What is this and what can I do about it?

If you hover the mouse over the icon, what happens? does any writing pop up at all?

have spylocked but won't let me download or right click to save as removal tool or anything else when I click on the link to download bar on bottom acts like it is going to download then just disappears like nothing happened
