Internet Explorer And Win Xp

After booting up his PC my neighbor cannot start any software that goes to the Internet. He has to start Internet Explorer first.

How can I set up his PC so that Internet Explorer starts up when Windows starts up?
Any help appreciated. Thanks.

this article will show you how to modify startup items for windows, just add internet explorer to it. http://support.microsoft.com/kb/314488
