Can't Connect Php To Mysql

I am a web developer by profession and i have a problem connecting php to mySQL on my PC. Both are the latest versions (version 5). I normally use a webserver to test scripts in a live environment, but when it comes to testing them locally on my machine i cannot seem to connect the application with the database.

Is there a certain port that needs to be opened or am i missing s'thing coz am completely stumped. I have set my network settings to the IP address and i cannot think of anything else that might be hindering the connection. Please help...thanx.

Is this on a Windows system? Can we maybe see what you have set up in your configuration files?

It should be the way you connect to the database. As in, your username, password etc in your connecting to database php script.
