System Restore Does Not Start...

I had some problems with my computer recently, and I attempted to initiate System Restore from Windows XP. However, system restore wouldn't even start, when I click on the icon, from the start menu. I then tried it out in safemode, but experienced the same problem.

I need to restore XP to a previous date, but how can I do so, if System Restore, isn't even starting? What solutions might there be?

Do you have the "system restore service" set for automatic?
