I have heard of issues with Spybot and Norton. Try uninstalling Spybot, installing Norton and then reinstalling Spybot. This has worked for other people.

How about not installing Norton ? It is a resource hog and causes slow downs more than anything I know. There are several free programs available.....Avast, AVG, AntiVir.

SpyBot's TeaTimer will not allow system changes while it is active.

Disable TeaTimer
