Application Security

I am planning to run appsec (application security) in the server such that i can be able to restrict a group of 13 workstations from running programs that are not in the authorized list.
I tried downloading the appsec.exe and installed it in the server but it did not work the way it shoould be.Client computers can still run the applications they like. I kept on browsing to find the solution for this and I found out that I need to install Terminal Services to the server and client PCs.When I attempted to install, the terminal services component was not found in the list of the windows component.How can I get this displayed in the Add/Remove Windows Components.I think this needs more tweakings and changing of the entire network configuration.Please help me set up this policy in my network.Thanks a lot
