Windows Installer - But What Does It Do?

I have just signed on to broadband and have been able to access the Microsoft Update site (there was some problem before, it gave an error message). The latest update to pop up is Windows Installer 3.1 (which I feel I already downloaded, but...). The "information" page is meaningless to me. Is somebody able to explain to me in plain English what this program actually does? Thanks.
Feel free to assume that I won't know what you are talking about...

The Windows Installer is an application that manages the installation, maintenance, and removal of software. When you remove programs using Add and Remove Programs in the Control Panel it is the Windows Installer that is doing the dirty work.

i managed to get rid of windows installer and did it effect my computer no! Try getting rid of it but you mite wanna do a system restore before you do just in case something goes horribly wrong!

Go into add/remove programmes and delete it from there if u want to!
