Trojan Disabled Cd Drive, And Cant Reload Windows

Im trying to reinstall windows on amd athlon processor and i not sure what my computer is, it says systemax tiger on the front, anyway i downloaded a file and it came with 9 trojans, and they completelt shut off every back door on my computer, system restore, cd drive, everything except floppy :D , and im trying to reinstall windows but sence it cant read the disk it wont boot on the disk, and im not to sure about the deal of formating hard drive, i even went to device manager and the cd drive dont start up their,and i bought the drive last month and has been working perfectly sence i got this virus, its a sony dvd aw-h17b or sumthin liek that, if someone is willing to step by step help me with this tat woulb be great
