I once had Elder Scrolls 4 on my comp, but i removed it incorrectly. so now it didnt delete all of its contents and i cant reinstall it. i removed it using add/remove programs rather than its own uninstall. so im assuming its a registry problem. how do i fix it?

Using a program's own uninstall shortcut is just the same as using Add/Remove Programs, the result would have been the same whichever you had used.

Check C:\Program Files and delete the programs folder then check these Registry keys for sub-keys relating to the program and delete if you find any:
