The 1st link appears to be a site that informs you of your ip address. My guess for that link is that it's setup to display the ip address whenever the computer goes online. Some people want to constantly monitor their ip address and see if their isp is assigning them static or dynamic ip addresses. This is just my guess, but it does tell me what my ip address is.
The 2nd link appears to be a local server.
Did you get the computer new or did you get it from someone? If you got it from someone, they may have been running a server, and that may be the reason why.
Unfortunately, I don't think anyone will be able to test out that link, because every computer is http://127.0.0.1.
.. if setup as a server.
If your computer is used, look and see if you have these folders on your computerc:\mysql
c:\Program Files\Apache Group\
If so, then a server is on the computer. If not, then we'll need to do some digging into this further.
Also, what OS are you running? And give any other specs you can about your computer.
