Hi, I am using a Belkin router and I am sharing the Internet connetion with 4 other housemate but sometime the Internet connection is very slow (it took me 1 minuter to load this page for writing a new post). Just want to know what software I can use to monitor and control the bandwidth for each user.

With most routers, you can control the bandwidth directly from the router. Just access the routers configuration page and try looking under the settings to find those. Usually they are around the same area as the time restrictions.
