Program Refuses To Start At Boot Up

I have a program that is listed to start at bootup but does not
Can anyone help me find out how I can overcome this
The program is listed in autoruns with a tick

Here are the recommendations of the company. How do I get Intellect to start with Windows on bootup?. Although you have it in the startup folder follow the instruction to make sure it is properly configured.
