How Do I Open Outgoing Ports?

When I use Skype or any other program to make internet calls, the person on the other end cannot hear my voice anymore. I was advised to open outgoing ports for this, ideally TCP and UDP connections to outgoing ports. Could anyone explain to me please how to do that?
