I have just gone through a bunch of purging and rebooting to clean my system, and thought I was clean.
I went to free up some disk space from the Add-Remove Programs in the control panel and receive this error message "Failed to load C:\PROGRA~1\COMMON~1\INSTAL~1\RunTime\10\50\INTEL32\Ctor.dll" and I have no idea what to do about it. I cannot remove programs from there.

Try accessing it in safe mode, while you're there I'd suggest that you run scans for infections.

Family and loved ones will always be a priority in my daily life.  You never know when one will leave you.

This could be either a legitimate file or a part of Hotbar. To see whether there is anything on your pc do the following :

Download and scan with SUPERAntiSypware Free for Home Users

* Double-click SUPERAntiSypware.exe and use the default settings for installation.
* An icon will be created on your desktop. Double-click that icon to launch the program.
* If asked to update the program definitions, click "Yes". If not, update the definitions before scanning by selecting "Check for Udates". (If you encounter any problems while downloading the updates, manually download and unzip them from here.)
* When done, select "Scan for Harmful Software".
* There are three scanning options. Choose "Perform Complete Scan" and click "Next".
* When done, a Scan Summary will appear with potentially harmful items that were detected. Click "OK".
* Make sure they all have a checkmark next to them and click "Next".
* A notification will appear that "Quarantine and Removal is Complete". Click "OK" and then click the "Finish" button to return to the main menu.
* Click Preferences and then click the statistics/logs tab.
* Click the dated log and press View log. A text file will appear so you can see the results.
* Select close to exit the program.
* Scan in SAFE MODE

If it comes out clea please do the following :

START RUN than type or copy paste

regsvr32 "C:\Program Files\Common Files\InstallShield\engine\6\Intel 32\ctor.dll"

You should adjust the path where it is applicable

If that doesn't work have a look here
