I have no restart and shutdown buttons. I the only way I can shutdown is to hibernate, then upon exiting hibernation, I have the screen that lets me choose a user, and I can shutdown from there.

I tried editing the power options in the control panel that would allow me to choose to shutdown when I press the power button, but it told me that there are restrictions in effect that would not allow it, which is bull because I AM the administrator. This is my HOME laptop.

Press Control - Alt - Del to bring up the task manager. You can select shutdown from the menu toolbar. That is a temporary fix.

I suspect you may have some type of malware on your system and recommend doing a full virus and malware scan. You can use this guide: Start Here. The guide is a good, easy way to check things.

I hope this helps...

Sorry, I forgot to mention that everything on the menu you just referred me to is disabled except for Switch Users.

I will follow the guide for now. Thanks.

One more malfunction I have is that every time I turn on the machine (WINDOWS XP MEDIA CENTER) I get a blue screen that says it must check for errors on the drives due to improper shut down (even if I shut down the proper way). I have to skip the checks because if I let the timers run down the computer locks up and will not continue...then I have to turn it off with the power button again..

Try to run the checks in safe mode.
