Dead Recycle Bin

Argh! Recently, I've been tinkering with the registry and somehow I've managed to completely delete the recycle bin. The only solution is to add a desktop shortcut from C:/Recycler, but this is not stable and the icon only displays the empty bin. I've tried the Desktop NameSpace fix but this dosent work. Can someone please help?
