Ip Conflicts

Everything was going well until one day my foster brother could not acess the internet. The bubble in the sys tray said that there was an IP conflict.

I tried the repair option, no luck. I reset the computer, nothing. I reset the router and modem together and separately, more of the same. Now my computer is offline for the same reason (This message is courtesy of my area public library).

Please advise. Time is of the essence as the fat girl browsing super model pic has started crying.
