What Is Xml4?

I 've recently noticed I have several files and folders all with names such as 63793ea2cc83249b29d17c19.
The contents of each folder has numerous lines of baffling text. There seems to be a similar reference in each folder referring to MSXML4. In Add/Remove programs there is a "program" listed as XML4 (icon looks like the set-up thingy) Can anyone explain what this is, how it got there and/or a solution for stopping the files from being auto-created?
