Dvd Encoder Missing From Win2k

I am trying to play a dvd in win2k on an external dvd player/cd-r
my win2k will not recognize the dvd keeps telling me there is no encoder installed.
where can I get an encoder?

Try the K-Lite Codec Pack. I have installed it on a few computers without issue.
