Can't Use The Sc Command

Hi, I've been trying to run the command 'sc config spooler depend= RPCSS' but then I get the message
"Cannot find the file 'sc' (or one of its components). Make sure the path and filename are correct and that all required libraries are available." I tried the SC - Service Controller Query Tool but to no avail. Any suggestions?

Windows NT or 2000 does not include the SC.exe program, you will need to download a freeware alternative. Download SWSC.

Thanks, but I think that's the program I tried. Still doesn't work, also I had this problem ever since I uninstalled my Lexmark printer.
